I believe most HR Managers are Project Managers, but it isn’t defined well in our resumes. We use words like "development" and "Implementation" and "Events." Because HR has a big portion of project based, or policy based projects big and small the jargon isn’t the same and it can easily be down graded by a true project manager.
For someone to be willing to relocate, with specific skill set like that, I’d encourage the SHRM website. References : http://www.shrm.org
