You can try Team Task Manager. The client software works anywhere on the internet and all the data is stored on your own server so there is no question of security. Free eval is here - http://www.deskshare.com/team-task-management.aspx
References :
Hi there,
If you're at the beginning of a project, you start with a stakeholder analysis. This is basically an exploration of all the people who are interested in your project and how you can manage them. By talking to as many key people as possible and building relationships with them, you will quickly uncover the resources required to complete your project. Your stakeholders often include: the people paying for your project, the end users, the technical team leads (if appropriate), business owners, product experts. I'm a senior PM and I methodically go through each stakeholder and note down who I need to engage by talking to each person. The personal attention you pay each stakeholder at the start will also help win support throughout the project. You then write down each resource, their manager, their role, contact details and availability from your discussions. From there, you write a resource management plan etc.

Hope that was helpful.

Happy resource hunting!
References :
You need a face to face meeting with upper management. Do not an email on this.

The new manager is pretending that he knows how things should be done by rocking the boat. If new manager is white and you are from India then you have a discrimination case, especially if he gave the work to his likeable white person.

I used to do software testing. Had a few projects with no business requirements. I just documented what the software does and they took it and turned it into the product manual.

Next project with no documentation. The main data screen was set up. I was told to test it out. Again, no business requirements, no documentation. Probably one percent of it worked. And the lead developer claimed I did not run tests on it. I was not going to send an email on it. I asked upper management if they had time to come to my desk. Showed them the program myself. You could not even type in many of the text fields. One of them called the lead developer over to another test terminal and wanted him to start the program. They realized he was stalling. One slammed his hand on the table and told him to get that program started. Same results. He had to spend a couple days showing other developers what he was working on and out the door he went.
Again, I feel an email is not the best way. Get some supporting documentation organized. Good luck. You have some nasty days ahead of you.
References :
The Project Monitoring and Control provides an understanding of the project’s progress so that appropriate corrective actions can be taken when the project’s performance deviates significantly from the project plan.
Project monitoring parameters include attributes of work products and tasks, cost, effort, and schedule. Attributes of the work products and tasks include such items as size, complexity, weight, form, fit, or function.

TO monitor a project you need to keep track all project process activities.

Instead of taking a masters just take a course on it or certification. This certification can be done at night so you don't have to quit your day job while doing it.
