US soldiers in combat could use an assist from a civilian workforce while trying to rebuild war-torn nations, President Barack Obama said Wednesday.

Speaking at a town hall in Racine, Wisconsin, Obama called for sending a "civilian expeditionary force" to Afghanistan and Iraq to help overburdened military troops build infrastructure. His remarks were first reported by The Associated Press.

"So what Im trying to say is, dont put all the burden on the military. Make sure that weve got a civilian expeditionary force," said the president, adding that the civilian force would build schools, bridges and roads in regions cleared by the military as safe.

Obama last December renounced the possibility committing the US to a lengthy "nation-building" project. "I reject this course because it sets goals that are beyond what can be achieved at a reasonable cost, and what we need to achieve to secure our interests," he said in a speech at New York’s West Point Academy.

Department of Defense Directive 1404.10, dated January 23, 2009, set up a "Civilian Expeditionary Workforce" that would "be organized, trained, cleared, equipped, and ready to deploy in support of combat operations by the military; contingencies; emergency operations; humanitarian missions; disaster relief; restoration of order; drug interdiction; and stability operations."

e-mail addresses should never be posted publically but when you go to sites that require you to register with e-mail, most send a verification e-mail before you can use the site. For this reason, I have a "dummy" e-mail set up on a free e-mail site which is NOT the normal e-mail site that I pay for and use as my primary e-mail. That way, I can still access the verification e-mail but that is the site that takes all the spam hits and my primary e-mail stays 99% completely spam free.

Hi people of yahoo answers i have a project due on monday =S. It is a book report. I have to make the newspaper of the events that are happening in the book. I have all my write up done i just need a title for the newspaper(btwi have an awesome template). A Security Company has asked me to create approximately 20 Word and Excel templates that will allow them to track various things like Dispatch S.O.P., Daily Reports, milage logs, call logs, clocking times/locations, incidents, given to each employee and supervisor. After I create a mock up of what the documents should look like. I would need to train about 5 employees on how to use the forms. The training should only take Four and a half at the most. I am struggling with what to charge for the entire project. Most of my fee would be the result of my labor in creating the template. I came up with a flat cost of $1000 for everything becuase I feel my time and expertise is worth at least that. However if i am asked for a breakdown of that cost I don’t have an answer. Please help me with a formula that will allow me to justify my rate for this project. The particulars of the project include document creation, printing, development of a job aid and training time. There are numerous free templates out there, and several others that are bundled together for a few hundred dollars.
Having said that, this company contacted you so they must need something specific.
I would bid your job based on the time it will take you + your expenses, then estimate an hourly wage. So, the question is what does a good programmer earn where you live?

I’d do something like this– est. time to complete templates= 20 hour (or whatever) X $80.00/ hour = $1600 + training (100)= 1700 + mileage = $1850.

Then I’d discount the hourly rate for the more templates you create so you get the payment you were wanting.

Face to the complex block point, I was able to actively search the solution form a technical point of vies, then, make a decision rapidly which can meet the time and cost requirements. Meanwhile, I synthesized my mathematical and mechanical knowledge to make a template for assisting calculations, which can help to save time of evaluating dimension reports not only for myself but also for other project R&D Engineers. Also, I cooperated with other engineers effectively, which enable the project team to conduct the entire job smoothly and successfully.
