This is for my financial resource management course in graduate school. Number one, you have to cut or modify programs that are not necessary or not meeting their goals and objectives.
Number two, depending on the mission of the organization, emphasize those programs that are most capable of meeting and exceeding expectations and keep them.
Number three, if it can be determined that the programs indicated in number two can be expanded and produce even better results, by all means invest in the infrastructure to do it and hire the appropriate personnel.
Generally speaking to evaluate performance, you need to do so from all angles. You need to find out what the staff is actually doing and what needs to change, you need to find out if your technology and facilities are conducive to productivity, and you need to ensure that the right percentage of the budget is going to the right programs.
